A Tenant with a Lease is one who signs a lease to rent a particular apartment for a specified period of time. Under this tenancy, the landlord cannot increase rent until the end of the lease, and cannot attempt to evict tenant before the end of the lease, unless the tenant has violated the lease agreement. Tenant is legally obligated to pay the rent until the end of the lease.
A Tenant at Will is one rents with or without a lease and pays rent periodically (typically monthly).. Either the landlord or tenant may terminate this arrangement at any time by giving written notice of 30 days or one full rental period in advance, whichever is longer. No reason is required to terminate a Tenancy at Will. If the landlord wants to raise the rent, s/he must send tenant a proper legal notice terminating the tenancy, and then make the tenant an offer to remain for the increased rent.

**Rent for a Tenant with a Lease can be increased only when the lease term expires.
Tenants at Will may face a rent increase at any time, as long as notice is received at least one full rental period, but not less than 30 days, before it becomes effective.
This is the form to use when you prefer to end the lease with your current tenant. It is best used at the end of the lease, but make sure that you provide the tenant with sufficient notice. Adequate notice would be the time as specified in a written lease agreement or as dictated by your state's regulations were an implied or verbal lease was used.
