In Massachusetts, most cases of bed bug and/or pest infestation require the landlord or property manager to maintain the dwelling they own without insect infestation(MA: 105 CMR 410.550.
It is, by law, the landlords responsibility to respond to any and all complaints about having bed bugs. In the case of renting a single family home, under Massachusetts law, the homeowner is not the responsible party for the bed bug extermination, as long as they maintain the upkeep of the house.
The Pest Control - Bed Bug Addendum includes all of the expectations of the landlord and the tenant. It clearly identifies what the landlord must do regarding pest control as well as the tenants responsibilities. This form lists seven bullets that the landlord and the tenant can both agree to. Once they are checked the form may be signed. This Pest Control - Bed Bug Addendum may be incorporated into and made part of the lease agreement. Landlords may give this addendum to Tenants in addition to the state specific lease agreement. It specifies the terms the Tenant shall abide by.
